The CNCF Landscape Problem
Building an Internal Developer Platform (IDP) should be straightforward: pick the right tools, wire them together, and ship. In practice, it rarely works that way. If you visit the Cloud Native Computing Foundation (CNCF) Landscape, you will find over 1,000 distinct tools — each solving a real problem, each with passionate advocates, and many with overlapping capabilities.
- "Which CI tool should I use?" → There are 50 options.
- "Which GitOps tool?" → Flux? ArgoCD? Jenkins X?
- "Which Secret Manager?" → Vault? External Secrets Operator? AWS Secrets Manager?
For a Platform Engineer, this is Paralysis by Analysis. Every choice has downstream consequences: the CI tool you pick affects how you structure pipelines; the GitOps tool affects how you model environments; the secret manager affects how every application authenticates. Making the wrong call early means expensive rewrites later.
Think of it like building a home theater system. You could spend six months researching whether HDMI 2.1 or DisplayPort 2.0 is better for your specific TV, or you could buy a pre-validated bundle where the manufacturer has already confirmed everything works together. CNOE is that bundle — but for platform engineering.
Enter CNOE
CNOE (Cloud Native Operational Excellence) is an open-source community initiative founded by Adobe, AWS, Autodesk, Salesforce, and Twilio. It provides a Reference Architecture for Internal Developer Platforms — a curated, validated set of open-source tools that these organizations actually use in production, along with the configuration patterns to wire them together.
CNOE (pronounced "Snowy") does not build new tools. It curates existing ones. Instead of asking "which tool should I pick?", CNOE answers: "Here is a proven stack that the largest engineering organizations on the planet use. It works. Start here, and customize from a position of knowledge rather than guessing."
The initiative publishes its reference implementation as open-source code, meaning you can deploy a working CNOE-aligned platform locally and inspect every configuration decision.
